Project Overview
Sea Clouds continues as Client Representative under a follow-on contract that extended our role from UXO clearance into oversight of the offshore geotechnical investigation. Since May 2026 our team has provided independent HSEQ and technical oversight of three parallel workstreams: close-out of the UXO geophysical survey documentation, the final phase of UXO inspection and clearance in nearshore and ultra-shallow water, and the geotechnical drilling campaign supporting the design of the marine structures. Oversight is delivered across five spreads — a dive support vessel, a shore-based ultra-shallow team, two jack-up drilling units and a geophysical survey vessel — with continuous representative presence in the field. The service commenced without interruption on the day the preceding supervision contract ended.
Scope of Work
- Continuous HSEQ and technical oversight onboard two jack-up drilling units and a geophysical survey vessel
- Oversight of the geotechnical drilling programme — SPT and push sampling, rotary and socket coring, pressuremeter testing, downhole and wireline logging, grouting and casing
- Oversight of the final phase of UXO inspection and clearance in nearshore, ultra-shallow water and beach corridors
- Technical dialogue with the Contractor on drilling methodology, operating limits, sample handling and positioning integrity
- SIMOPS coordination between the drilling units, survey vessel and diving spread
- Review and quality control of the final UXO survey deliverables and data packages
- Weekly progress and schedule reporting to the Client

- Monthly Client Representative reports with consolidated work summary logs
- Weekly works schedule and progress status updates issued to the Client
- Technical notes on magnetic anomalies at geotechnical borehole locations
- Field note on the inspection of existing submarine cables
- Issues register maintained for the drilling units on behalf of the Client
- Review and comment on Method Statements, RAMS, Project Operations Plans and Management of Change documentation
- Review and QC of final UXO deliverables — Spatial data report and GIS geodatabase, Data analysis report
- Verification of Target Investigation Reports and Daily Progress Reports
