Project Overview
Sea Clouds acted as Client Representative for an offshore UXO survey and clearance campaign carried out for a large-scale energy infrastructure programme in the Polish sector of the Baltic Sea. Our team provided independent technical and QHSE supervision from October 2025 to May 2026, across two consecutive phases. Phase 1 covered the UXO geophysical survey campaign — data acquisition, processing and ALARP documentation — over a 450 ha nearshore and offshore area. Phase 2 covered diving inspection, identification and removal of the ferromagnetic targets selected during Phase 1. Working offshore in a 24/7 regime and onshore in an analytical role, Sea Clouds verified contractor compliance, data quality and safety performance on behalf of the Client.
Scope of Work
  • Full technical and QHSE supervision of the UXO Contractor campaign in offshore and nearshore conditions
  • Oversight of geophysical survey methods including MAG, MBES, SSS, SBP and ROTV systems
  • Supervision of diving inspection, identification and removal of ferromagnetic targets (Phase 2)
  • Verification of Contractor compliance with contractual, safety and environmental requirements
  • SIMOPS coordination in the survey area on behalf of the Client
  • Vessel mobilisation, calibration and demobilisation audits
  • Quality control of survey data packages and anomaly interpretation
Deliverables
  • Client Representative weekly, monthly and close-out reports
  • Master Target List (MTL) management and updates on behalf of the Client
  • Review and acceptance of Geophysical ALARP reports and associated data packages
  • Review of Geotechnical ALARP documentation
  • Review and acceptance of mobilisation, calibration and demobilisation reports
  • Verification of Target Investigation Reports for inspected and recovered objects
  • Technical Notes — historical magnetometer data comparison, exclusion zones assessment, ALARP recommendations
  • HSEQ oversight: toolbox talks, risk assessment (TRA) verification and incident reporting
